After such a miserable start to 2020, farmers across the UK will be forgiven for thinking that drier weather will be the most important thing to happen in March.<\/strong><\/p>\n\n\n\n

With its third reading in the House of Commons planned, the UK\u2019s replacement for the Common Agricultural Policy will, when passed, mark the start of one of the biggest changes to UK farm policy for a generation.  <\/p>\n\n\n\n

Brexit delays\nand changes in management at Defra mean it\u2019s taken a while to get this new\nAgriculture Bill to its current stage.<\/p>\n\n\n\n

But while new\nDefra secretary George Eustice has indicated he wants to push the bill through\nParliament quickly, there\u2019s lots more detail that needs finalising before\nfarmers can start to think about how the new domestic farm policy will affect\ntheir lives.<\/p>\n\n\n\n

Building a framework for UK farming<\/h2>\n\n\n\n

As well as\nhelping to ensure farmers and land managers can produce high quality food, the\nmain aim of the bill is support farmers in providing so-called ecosystem\nservices \u2014 public goods such as clean air and water, improved habitats and\nflood prevention.<\/p>\n\n\n\n

To achieve this,\nstarting next year and over the following seven years direct payments received\nunder the CAP will be reduced and eventually phased out, and producers will\ninstead operate under Environmental Land Management Schemes (ELMs).<\/p>\n\n\n\n

Unveiling some\nof the detail of how these schemes will work last month, Mr Eustice said the\ngoal of the new scheme is to give farmers more flexibility than they had under\nthe CAP.<\/p>\n\n\n\n

With three\ndistinct tiers, each requiring different environmental actions and outcomes,\nELMs will allow farmers and land managers to work at different scales.<\/p>\n\n\n\n

Meanwhile\nincorporating environmental measures in different ways would help farmers to\nsee the schemes as integral, rather than standalone, parts of their business,\nhe said.<\/p>\n\n\n\n

Putting ELMS to the test<\/h2>\n\n\n\n

With 38 ELMs\ntrials underway \u2014 and a three-year national pilot due to start in 2021 \u2014 Defra\nis keen that farmers are involved in deciding the schemes\u2019 shape and structure,\nand has launched a ten-week\nconsultation<\/a>\nto gather views.<\/p>\n\n\n\n

As well as new\nrequirements, the schemes will include terminology and measures farmers will\nhave to quickly get to grips with, such as peatland restoration, planting\nwoodland and hedgerows, and locally-targeted environmental collaborations.<\/p>\n\n\n\n

In exchange for\nfreeing their businesses from heavy administration, they will also have to gear\nthemselves up to working more closely with consultants to draw up agreements \u2014\nall of which will need to be carefully planned to ensure costs are covered and\nappropriate advisors are sought out.<\/p>\n\n\n\n

Simple and successful? <\/h2>\n\n\n\n

With so many\nfarmers frustrated by the CAP, Defra\u2019s pledge to move towards a simpler system\nis undoubtedly good news for the industry, especially if it means the end of\nonerous paperwork, less administration, and the death of the dreaded three crop\nrule.<\/p>\n\n\n\n

In striving for\nsimplicity, however, we do risk being left without detail of exactly how these\nschemes will function, particularly in terms of how much farmers will be paid\nfor taking on additional work, and how long the agreements could last.<\/p>\n\n\n\n

If Defra wants\nto see most if not all farmers get on board with ELMs, producers and land\nmanagers need clear information on how future assessments will work, how the\nsuccess of collaborative projects will be judged, and how they will be\nincentivised.<\/p>\n\n\n\n

All of this is\npossible of course, but it will need the trial projects to be carried out in a\ncomprehensive way to ensure these questions all get answered.<\/p>\n\n\n\n

There\u2019s no doubt\nthat once the industry knows what\u2019s expected of it, it will be able to play a\nmajor and valued role in supporting the government\u2019s long-term environmental\nobjectives.<\/p>\n\n\n\n

The goal now for farmers and land managers has to be to use the coming months to engage with Defra and ensure future policy is something that\u2019s both achievable and workable in their businesses for the long-term.<\/p>\n","protected":false},"excerpt":{"rendered":"
