Blended, bundled and stacked don\u2019t necessarily sound like words you\u2019d associate with money, let alone agriculture, but outside the European Union, they could be words UK farmers are soon getting used to.<\/strong><\/p>\n\n\n\n

With the government pledging to spend public\nmoney on public goods when it comes to farming, and with a smaller funding pot\nalso likely, DEFRA won\u2019t just need new ways to pay farmers for providing\necosystems services, but a new system through which to pay them too.<\/p>\n\n\n\n

Here, we\u2019ve picked apart some of the funding\nsystems currently being talked about by agricultural experts to understand what\neach one could really mean for UK farmers.<\/p>\n\n\n\n

Stacked finance<\/h2>\n\n\n\n

Talk about stacking ecosystem service payments\nhas grown considerably in recent years.<\/p>\n\n\n\n

In its simplest form, stacking allows payments\nto be made for different ecosystem services on the same parcel of land, and\nthose stacks can exist in either vertical or horizontal forms.<\/p>\n\n\n\n

Vertical stacking allows the same parcel of\nland to receive multiple payments for a single activity, such as using woodland\nplanted for carbon credits to also obtain credits for improving water quality\nor reducing flood risk.<\/p>\n\n\n\n

Meanwhile, horizontal stacking allows the same\nfiend to receive different ecosystem service payments for a single activity,\nbut on different areas of the field.<\/p>\n\n\n\n

In practice, that could mean that woodland\nplanted alongside a watercourse could receive water payments for improving\nwater quality, while another area of woodland in the same field could receive\ncarbon capture credits.<\/p>\n\n\n\n

Bundling<\/h2>\n\n\n\n

Bundling finance offers a single payment for\nproviding a range of different ecosystem benefits in an area without valuing specific\nservices, meaning that all services provided by an area are supported.<\/p>\n\n\n\n

As an example, the management and restoration\nof peatland offers a range of ecosystem services including flood control,\ncarbon storage, habitat and biodiversity management and enhancement, and clean\nwater. <\/p>\n\n\n\n

Under a bundling system, a land owner would\nreceive a single payment for providing all of those services. <\/p>\n\n\n\n

Experts suggest bundling could be a good\nsolution for managing difficult areas such as wetlands and peatlands.<\/p>\n\n\n\n

Private and blended finance<\/h2>\n\n\n\n

Deemed by experts as the most obvious way to\nattract private finance to the ecosystem services sector, blended finance\ninvolves using public or third sector funding to offer initial support to\ndevelop scalable environmental improvement schemes.<\/p>\n\n\n\n

Once scaled-up, the idea is those schemes\nproduce financial returns – and offer a reason for private investors to invest\ntheir capital.<\/p>\n\n\n\n

In practice, that could mean land managed to\nreduce flooding on one or a small number of farms being scaled up to catchment\nor landscape level, reducing flooding over a wider area.<\/p>\n\n\n\n

This would then attract private funding from investors such as insurance companies or water companies to reduce costs.<\/p>\n\n\n\n

An important element of this type of funding\nwould be to ensure all potential investors – both public and private – are\nbrought in at the very start of a project to assess the potential financial\nsupport available.<\/p>\n\n\n\n

The government has already talked about the\nneed for private investment in the provision of ecosystem services, and there\nare some good examples already being delivered by water companies.<\/p>\n\n\n\n

Thames Water and Severn Trent, for example,\nalready offer landowners schemes to improve water quality and biodiversity,\nreducing treatment costs and ensuring water quality standards are met while\nimproving habitats and wildlife.<\/p>\n\n\n\n

Whatever option \u2014 or combination of options \u2014\nthe government eventually decides on, the Promar Environment team will be here\nto advise and help farmers manage any changes to their businesses. <\/p>\n\n\n\n
